Abstract :
E-government has been developed for the flexibility tendencies of the bureaucracy in the areas where the public and the economy are influential. The new administrative approaches, which have been influential in the 1980s, have advocated policies aimed at increasing the interaction between the market and the state. It has had an influence on reducing the bureaucracy in the interaction between the public and the market. It can also be a founding element of a social transformation when it is considered in the political, social and economic context. E-government facilitates participation in contemporary democracies. The participation corresponds to the functional and administrative domain of the state system. The term refers to economic, social and institutional integrity. Especially, it enables the multi-dimensional development of communication links between individuals and institutions. This network of contacts based on communication allows individuals and institutions to participate in an impartial environment. The philosophy of the e-government allows for the convergence between the individual and the state when it is addressed on the basis of interaction. The purpose of this article is to demonstrate the changes in the functioning and identification processes of traditional public institutions and to identify the role that e-government plays in these processes.
