WEBERIAN REVIEW ON THE BUREAUCRACY-POLITICS RELATIONS DURING THE SINGLE-PARTY RULE ERA (1923-1946)
Abstract :
The mechanics of bureaucracy and politics, in most cases, have the features to substitute each other. Bureaucracy, due to certain features it has against the politics, can directly participate in the political processes. As a matter of fact, this was experienced intensely during the single-party rule in the Republic era, which constitutes the subject of this study. Purpose of the study was to review the bureaucracy-politics relations in the single-party rule era in the context of the Legitimate Governmental Typologies, which was conceptualized by Max Weber. For this purpose, bureaucracy and government concepts were reviewed respectively. Thereafter, the relations between bureaucracy and politics in the period between 1923 and 1946, which constitutes the basis for the study and is considered as the golden era of the bureaucracy, was emphasized.
