THE PLACE OF TURKEY IN THE WORLD IN TERMS OF HUMAN DEVELOPMENT AND HUMAN POVERTY
Abstract :
The main purpose of development is to enable human to access much more opportunity increasing their choices. Human development defined as the process of increasing of options for humankind has focused on improving the quality of life of individuals. United Notions Development Programs (UNDP) has formed “Human Development Index (HDI)” to compare the level of international socioeconomic development since 1990. HDI is an index aiming at measuring human development taking into income, education and health indicators. Human Development Report (HDR), published by UNDP in 1997 illustrates the concept of human poverty which involves the definitions of absolute and relative poverty. UNDP has developed “Multidimensional Poverty Index (MPI))” to explain human poverty. MPI, measure the human poverty by taking the indicators related to education and health into account besides life standards. When HDI figures viewed it has been understood that Turkey exhibits a progress of a stable human development. Turkey is in the category of high human development. On the other hand, Turkey very much effort needs to in order to access the category of much highly human development. In this sense, importance should be given on the education investment to increase average schooling and expected schooling rates. In addition, other policies which will be able to quicken Turkey’s transition into the category of much highly human development are to increase the value of GNP per capita, and to ensure a long and healthy life.
