Educational and school administrators’ opinions on the new public management approach
Abstract :
The present study examined the educational and school administrators’ opinions on the reflections of new public management approach (NPM) on education. In the study it has been tried to determine whether the participants adopted NPM and whether their opinions on the NPM differed based on gender, position, length of service in Ministry of National Education (MNE), length of service in administration and membership to unions. 300 administrators working in MNE participated in the study. The data were collected with “Attitude Scale for NPM”. The scale which consists of four dimensions including “decentralization”, “marketization”, “privatization” and “governance” has been found to be valid and reliable during the development process. The data were analyzed with quantitative techniques including arithmetical mean, standard deviation, t-test, analysis of variance and Kruskal Wallis-H tests. In the study it has determined that the participants adopted the basic principals of the NPM in a high degree. Based on this finding it has been concluded that NPM has gained acceptance among educational and school administrators
