Abstract :

Education, as any kind of facts, situations and processes in which a person finds himself with the effort of discovering and exalting his potential always needs a good control mechanism. In this context it is of high importance for education leaders to be accountable to the school community. As a matter of fact the Ministry of National Education created information and communication centre by means of information and communication technologies to ensure accountability, effective problem-solving and prompt response for the problems encountered, which may facilitate obtaining information regarding all the services provided by the Ministry such as education. The aim of this study is to enable school managers to assess the existing situation and challenges which emerge during the implementation of MEBİM. In this sense a group of twenty education managers performing at different level of schools in Beylikdüzü, İSTANBUL were involved in the research. The thoughts of the participants have been grouped under two themes as ‘process‘ and ‘reflections’. Based on research findings; it is observed that sub-themes application, notifications, users and assessment under the heading of the “process” theme; perception, individual and profession sub-themes along with the main theme “reflections” are highly adopted themes by the training directors. It was determined that the perception of training directors with respect to ‘MEBİM’, i.e., Communication Centre of Ministry of National Education, vary based on operational process, operators, applications, individual and social impacts as well as evaluations and that their overall perception is negative.
