The Sources of Income in Financial Autonomous Local Governments
Abstract :
Local governments are equipped with political and economical authorities in order to carry out responsibilities and duties more effectively and closely to local public independently of central government. Apart from that, they have the authority of having a separate income and estate, also spending in order to fulfill public policies in a healthier way within the framework of law. In this study, firstly the concept of financial autonomy in local governments was analyzed in accordance with literature that contributed to its field. Depending on definitions obtained from literature review, it was touched on the benefits of financial autonomies of local governments over local community and region. It was emphasized how local governments got income sources within the scope of laws, and lastly mentioned local income sources such as local taxes and charges in Turkey.
