Abstract
Basel II regulations concern banks and companies. Companies, which have low risk weightings, have the chance to obtain low cost credits. In contrast, high risk companies will have difficulty in gaining credits. In this context, small and medium sized enterprises are of great importance since they comprise 99% of companies, have a great share in employment and support economic growth and foreign trade in Turkey. This study consists of three sections. Firstly, general information on small and medium sized enterprises is given and their importance and functions are described. Secondly, the developments concerning Basel regulations, which include Basel I, Basel II and Basel III are explained and finally, the effects of Basel regulations on small and medium sized enterprises are emphasized.
