Abstract :
The appraisal system, which is one of the functions of Human Resources Management, usually focuses on performance dimension, thus overlooking its potential dimension. For this reason, as far as can be ascertained, there is no study in national literature that has investigated the relationship between the performance and potentials of different management levels. By taking as the starting point this deficiency, in this study, which was conducted in a public organization, 163 middle-level managers evaluated upper, middle (self-appraisal) and lower-level managers’ performance and potential by using Performance and Potential Matrix. The study found that the managers’ potentials were evaluated higher than their performance in general. According to their levels, middle-level managers were appraised close to high while lower-level managers were evaluated close to middle and upper-level managers close to low.
