The Council of Europe Convention on Access to Official Documents Vis A Vis the Turkish Law on the Right to Information
Abstract :
Nowadays, individuals require even more information regarding state activities. Responding requests for government-held information in individual and social issues are being regarded as a basic right. Legislations considering the right to access information in national level have become an important issue for supranational establishments as well. After adopting several recommendations about the right to infor-mation, the European Council has signed a convention collecting this right in a unified document. This study examines the Council of Europe Convention on Access to Official Documents vis-a-vis the Turkish Law on the Right to Information. In this regard, we compare the Turkish Law with the norms adopted in the Convention in an attempt to find out the similarities and differences between the two official documents. In this study, we discuss the basic findings in the Turkish Law and the European Convention together with the scope, content, methods, and exceptions of the right to access information.
