AN EMPIRICAL ANALYSIS OF THE STRATEGIC PLAN IMPLEMENTATION IN PUBLIC ADMINISTRATIONS
Abstract :
With the strategic plan it is aimed to develop a management approach based on aims and targets and use public resources more effectively by strengthening planning and budget relation within public administrations. In the study, a questionnaire survey was applied to the staff working in public administration in order to get their views on strategic planning that was implemented in Turkey with the scope of transformation in public finance management. The findings based on the empirical analysis show that there are some shortages of strategic plans that appear during its preparation and planning and budget relations and that do not fulfill exactly the conceptual framework of strategic plan.
