Abstract :
The role of local governments in the provision of public services and the use of public resources has been increasing every day. Among the reasons of this increase are the increase in the quality and quantity of public services, increasing urbanization, development of democracy and the impact of European Union policies in Turkey. Therefore, there has been and will be an intense debate about local government reforms for years. This study aims to determine the attitudes of municipal administrators, who use and implement these laws, towards the 2004 and 2005 changes in Municipal Law and Metropolitan Municipalities Law. In order to determine the perceptions of municipal administrators about legal changes, a survey including questions about new regulations and opinions of academics and politicians about these changes has been prepared and applied to these administrators. According to the research results, criticisms about the new regulations are partly true but these criticisms should not be exaggerated and also these regulations can help municipal administrators to solve many issues of their municipalities. According to the results, proportions of administrators who do not agree with the criticisms towards new regulations are significantly higher than those who agree with the criticisms. In addition to this, positive opinions about new regulations have been supported by most municipal administrators.
