  • Abstract
“Universities” is one of the most important factors contributing the development of cities in general for the country, specifically for the city. When we consider universities, expenditure of a university population is the first thing that comes to mind. Moreover, contributions of universities both in urbanization and socio-economic spheres are also important since economic development and socialcultural development are reciprocal complementary dynamics. In other words, social-cultural causes appear as conditions of economics and income rise. Studies in this subject also show that universitiescontribute in the economic and social-cultural view to the cities too much. In that context, the universities not only form the financial condition by creating an income flow, but also prepare the scientific and social / cultural conditions. However, physical, economic and social / cultural structures of cities play an important role in the formation of these contributions. Accordingly, the lower and upper structure of the establishment of provinces should be completed as much as possible, in order to increase their contribution of universities to the cities and to enable them to be a pioneer of the society. However, lowering the quality of higher education and the inadequacies in the city s physical, economic, and social / cultural structure reduce universities’ contribution to the city. In addition, spread of universities all over the country and openness of them to the whole sections of society are too vital.
