Abstract :
Social rights, today, are evaluated from a new perspective by the effects of developments happened in economic and social grounds. According to this new perspective, social rights should be assessed wholly in citizenship rights. While making this assessment, it is underlined that social rights should be enabled through social policy. In the framework of adopting and implementing the social rights in global level, efforts of international institutions have been intensifying. In this sense, the relationship between social policy and social rights is evaluated in different dimension and grounds and attracts interests. It is possible to see this interest in United Nations and affiliated international agencies.
