LOCAL GOVERNMENTS IN THE DEVELOPMENT PLANS AND COMPARISON IN THE SCOPE OF REFORMS
Abstract :
The concepts of planning and development are management inputs that follow each other and there is a causal link between them and they are of great importance for both the public and private sector institutions. In this context, the importance of planning and development has especially increased after the Second World War and a variety of plans that will guide the public and private sector in line with the development objectives were made across the globe. The Five-Year Development Plans which were started to be prepared systematically in 1963 are taken as guiding factors in economic and social fields in Turkey. In this study, The Five-Year Development Plans were analyzed in terms of the local governments and specific to metropolitan municipalities considering the reforms that were done about these issues. The aim of this study is to systematically analyze the relationship between the local governments and Five-Year Development Plans starting from the First Five-Year Development Plan to the Ninth Five-Year Development Plan which will expire in 2013 in the perspective of transformation and development of urban areas. Accordingly, whether the determinations and solutions in the Development Plans had been supported with reforms or not was also put forth. In this study, it was encountered the fact that it was given priority and importance to do reforms supporting the new public management approach, sanctions in the European Union accession process and the Development Plans especially after the year 2000. The study was constructed based on the published Development Plans and the related literature.
