Problem of Audit in Development Agencies in Turkey

Abstract
Development Agencies are expected to have an important function in reducing the regional development gaps and in removing the regional imbalances through economic, social and technical supports. It is thought that the Development Agencies will help minimize the regional imbalances by making use of the regional potentials, natural and social resources, labour force and the like. Development Agencies were often criticized during the process of institutionalisation and enactment and the critiques were reflected on the articles at the time. Thereafter, some necessary arrangements were also made with the set up and operation of the Development Agencies. With the arrangements, it was expected that hesitations about the mostly criticized problem of audit would be removed. The aim of the study is to make new comments on the critiques about the issue of the audit of the Development Agencies before the completion of the legal process and to clarify the issue of the audit of the Development Agencies. The content is also enriched through the survey method, which can, in a way, be considered to study on site without merely holding to the literature, as well as the other research methods used in writing the study.
