  • Abstract
Ottoman society was destitute of fundamental rights and liberties (ideology, communication, press, gathering, forming association, etc.). Restoring of constitutionalism and constitutional law, on the one hand, gave an opportunity for Ottoman citizens to benefit from fundamental rights and liberties, on the other hand, it led up to the formation of various political and social organizations which were established in different places of the empire without any legal restriction. The aim of this study is to analyse the historical development and political evolution of Ottoman Sanatkâran Association which was established during the Second Constitutional Period in order to help the developmental process of art in Ottoman Empire and continued to exist until the period of armistice but the roots of which went long way back.
