Public Investments and Regional Inequality: A Causality Analysis, 1975-2001

Abstract
In this study, it has been investigated the relationship between public investments and regional inequality for the 1975-2001 periods. Firstly, inequality in provincial public investments and GDP was accounted by using Gini index, and then these indexes have been analyzed by Granger causality and Johansen co-integration tests. According to results, there is a co-integration relationship between distribution of provincial public investments and GDP. But this relationship is one-way from public investments to provincial incomes. Furthermore, Granger causality tests indicate that only inequality in public investments cause regional inequality in the short and long run. These results can be interpreted that public investments have important impacts on regional imbalances in Turkey.
