Abstract
Countries frequently use the policy transfer method to solve public administration problems and improve their public administration systems. Turkey also sometimes uses policy transfer in the context of public sector reforms. This study analyzes the strategic planning implementations in our country with the law numbered 5018 within the framework of policy transfer. It is concluded that strategic planning implemented in Turkey is similar to models in the United States and Ireland. Initially, the policy transfer was mandatory policy transfer, and then it turned to voluntary policy transfer.
