EVALUATION OF MAX WEBER AND NISKANEN’S BUREAUCRACY APPROACH IN THE CONTEXT OF THE TURKISH BUREAUCRACY STRUCTURE

The concept of bureaucracy is a form of administrative organization. From this perspective, the first scientist to systematize the concept of bureaucracy was Max Weber, a German sociologist. Weber has linked the bureaucracy to the development of the currency economy by explaining it in the ideal type frame. Another scientist who deals with the bureaucracy is William Arthur Niskanen. Niskanen focuses on the concept of budget maximization while explaining the bureaucracy. Niskanen focused on the concept of budget maximization while explaining bureaucracy. In this study, the views of Weber and Niskanen, who approach from different angles bureaucracy, are mentioned, and these bureaucracy approaches are discussed under the development structure of the bureaucracy in Turkey. It was concluded that Turkish bureaucracy structure should be considered in terms of periods in order to evaluate the Turkish’ bureaucracy structure within the scope of the bureaucracy of Weber and Niskanen. In this respect, while there are features of Niskanen bureaucracy structure in Turkish’ bureaucracy in some periods, there are features of Weber bureaucracy structure in some periods. Besides, the Ottoman bureaucracy structure over the Turkish’ bureaucracy.
