The members of the institution and institution that made up the study group were selected by typical case sampling method. For the research data the views of the staff of the institution were reached through the semi-structured interview method and the targets of the training programs applied by the institution were reached by using the document analysis. According to the results of the research; these investigations have been done to determine behaviour changes toward the purpose of curriculum applied to the street children in Turkey and Germany. In Turkey, while general expressions are used about the children who are excepted for the places where serves are given, it is seen that those characteristics are getting more specific and are related to some areas with individual problems in Germany. The behavioral objectives in the area of cognitive, affective and psychomotor domains are identified in Germany, especially in the affective domain. In Turkey, objectives are defined in general, but they aren’t defined behaviorally in detail. Although there are some regulations supporting aims and activities of organizations serving sheltering, education and rehabilitation for children who are living under difficult conditions in Germany, there are no clear expressions concerning about above subjects in Turkey.
