Abstract
A new and efficient motion-compensated image sequence coding scheme for operation at 64 kbit/s is introduced. It achieves very good decoded image quality for videotelephone-type images at an equivalent rate of 0.1 bit per pixel using scene segmentation, post-estimation processing and vector quantisation.<>
