Abstract
In part I some of the properties of wave energy reflected from surfaces subject to random height variations were investigated in the previous issue. Here we ascertain the effects of refractive index fluctuations within a volume upon the properties of waves traversing the medium. The results are applied to problems encountered in tropospheric and ionospheric wave propagation.
