Abstract
The development of a statistical model which describes the radar backscatter characteristics of a point target, subject to multipath fading and non-Rayleigh, correlated sea clutter is presented. The model is based on the analysis of experimental observations of both forward- and back-scattering from the sea surface and hence has the attractive feature of being directly related to the physical mechanisms governing the scattering process
