Abstract :
In this review of the internationally agreed procedural requirements for bringing into use satellites providing a broadcast service to western hemisphere countries in the 12.2-12.7 GHz band, using feeder links in the 17.3-17.8 GHz band, the author charts a course for the satellite engineer through the international "regulatory" maze. Without obscure legal technicalities, the paper presents the essential regulatory purposes that the engineer\´s technical handiwork must serve, points out pitfalls, and suggests how to avoid them.
