Abstract
The problem of estimating the time-varying frequency of a signal is addressed. The Cramer-Rao bound of such an estimate is developed. The Wigner distribution is applied to this problem. A theoretical analysis which derives the bias and variance resulting from the use of the Wigner distribution is performed. Computer simulation results that verify the performance of the method are presented
