Abstract
This article addresses some controversial aspects of the digital TV transition. First, it argues that some spectrum should be reserved for a nationwide broadband public safety system. Second, Congress should not delay the transition. Third, spectrum auction winners should make annual rather than one-time payments. This protects against unnecessary delays, and promotes efficiency and competition
