Abstract
Managing software development is getting harder. Expensive before off-shoring, it has now become expensive even in offshore countries. The clamor for more H-1 visas in the US would have us believe the country has a dearth of software professionals. Is it really a shortage of resources or a misuse of them? This paper discusses what is exactly the problem in software development.
