Effects due to Fermi resonance play a major role in determining the very significant variations of gain in the various CO
2isotopes. We have measured the small signal gain coefficients and saturation parameters for five transitions (

) in each of the four rotational branches of the
I and IIvibrational bands using sealed-off TEM
ooqmode oscillators and amplifiers. Isotopic species of pure
12C
16O
2,
12C
18O
2,
13C
16O
2,
13C
18O
2, and
14C
16O
2were measured with
4He-
14N
2-Xe gas additives under identical conditions. Substitutions of either
15N
2or
13C
16O instead of
14N
2were also tried. The results obtained may serve as guidelines in the design of sealed-off CO
2lasers and amplifiers.
