Abstract
A general scheme for changing sampling rates is developed, and a method of designing recursive (IIR) filters for use in this general scheme is presented. If phase response is ignored, then this scheme provides a considerable savings in computations over nonrecursive (FIR) schemes. The use of recursive filters with approximately linear phase also led to a performance better than that using nonrecursive filters. The quantization effects in the new scheme are minimal.
