Abstract
In Western Europe, people sometimes complain that infrastructure projects are started too late, too timid in concept, subject to political interference and delivered late and over budget. Here, in his description of the building of the Warsaw Underground, Poland, the author shows that similar problems beset the planned economies of Central Europe
