Abstract :
Summary form only given, as follows. The original intent of the IEEE Electron Device Letters was to limit the papers to two pages in length but with the proviso that "In some cases, lengths of between two and three pages may be justified." This intent was soon lost to the point where authors were in fact writintgo the three-page absolute limit with the result that even this was occasionally exceeded. Of course, editorial objections to length were frequently rebutted by citing the longest paper published and calling it precedent. In any case, a recent change in typesetting procedure to start each new article on a new page, forces a more strict adherence to the three-pageru le since an overrun of one line will cause a four rather than a three-page paper. Since publishing expenses are calculated by the page, the increased cost is nontrivial. As a result, the new policy is that papers will be limited to an as received length of two and one half printed pages (as estimated by the editorial staff) which will leave some room for increases which may occur in response to referees comments. If unusual circumstances ever cause this limit to be exceeded, it is herewith declared in advance to be an anomaly and not a precedent. You are invited to read the Information for Authors in this issue which has been changed to reflect this new policy.
