Abstract
Heinrich Hertz\´ discovery regarding the transmission and reception of electromagnetic energy touched off a veritable explosion of uses of the radio frequency spectrum; a continuing reality. As early as 1922, the proliferation of radio operations exceeded the then available spectrum and rumors of "chaos and confusion" were rampant. Regulatory measures were brought into being at both the national and international levels to deal with the ever increasing use of Hertzian waves. In general, these measures have proven to be satisfactory in meeting the needs of the nation for improved telecommunications capabilities. Increasing evidence exists, however, that past successes cannot be relied on as assurance that future spectrum requirements will be met satisfactorily. Lack of appreciation as to the importance of the spectrum, lack of experienced personnel (particularly, in the field of international negotiations), and inadequate interdisciplinary capabilities are current pressing needs. Inattention to current defilciencies will have serious and far-reaching effects.
