Abstract
This paper describes the spectrum-planning policy and the planning process for U. S. federal government telecommunications-electronics systems which, are, respectively, developed and conducted by the Office of Telecommunications Policy (OTP), within the frame-work of the international and national spectrum-allocation processes. The basic policy within th. e U. S. federal government concerning spectrum for, new or modified systems is: funds shall not be obligated until spectrum support can be assured. This policy is set forth in OTP Circular 11, and the procedures for its execution are contained in OTP´s Manual of Regulations and Procedures for Frequency Management.
