Abstract
Since 1973, the U. S. Office of Telecommunications has been operating a Radio Spectrum Measurement System (RSMS) for the Office of Telecommunications Policy (OTP) in support of federal frequency management processes. The RSMS is a van-deployed computer-controlled receiving system designed to make many different types of measurements between 100 MHz and 12 GHz. The RSMS has been used in measurement programs on selected Federal Government communication and radar bands in many high spectrum usage areas in the Unites States. This paper discusses the capabilities of the RSMS van, and uses some measured data as examples of those capabilities.
