Not at all; you need only learn the specific procedure, which will be illustrated here for technical manuscripts intended for publication. In summary, you can review a technical paper without reading or understanding it by considering the following points: page count, author name, title, presence of introduction and summary, math content, references, figures, and expansion of selected sections.
