Abstract
The author comments on the original paper ("Statistical and dynamic analysis of generation control performance standards", T. Sasaki et al., see ibid., vol.17 p.476-81, 2002). He argues that the basic concepts of the paper are obscured because they are presented from the implicit perspective of the bundled integrated utility with four hidden assumptions concerning loads mismatch, overscheduled load, the interconnection always just meeting bias obligation and relation between average size of control error and capacity.
