Abstract
In this work we consider stability of time-varying systems with time delays via the averaging method. It is shown that if the strong averaged system of a system affected by a small positive parameter ε admits a Lyapunov-Razumikhin function for the input-to-state stability (ISS) property, then the original system satisfies a semiglobal and practical ISS-like property as the small parameter ε converges to zero.
