  • Abstract
    In 1978 the U.S. Congress amended the Federal Power Act resulting in the issuance of the Public Utilities Regulatory Poticies Act (PU1RPA). Briefly stated, this Act recognized the energy saving potential pf cogeneration and small powwer production, the need for positive incentives for devetopment of these facilities and the private sector requirement to remain Unregulated.
