Abstract :
A method is introduced for HEVC to significantly reduce encoding time with minimal PSNR impact in low bit rate environment. Mobile devices are the main focus and a main beneficiary of this method since reduced encoding times lessens battery consumption. The proposed method shows encoding time decrease from 15.1% to 58.8% with and PSNR decrease of 0.05 to 0.12.
