Abstract
Among different types of electricity markets, this paper focuses on electricity markets with administratively-determined capacity payments. This work proposes a rational procedure for determining capacity payment for long-term security of supply and makes a relation with allocation of optimal system reserve to include short-term resource adequacy. This model has been studied on the Iranian electricity market.
