Abstract :
Jury´s test criterion is used to design a proportional-integrative (PI) congestion controller for best-effort traffic in the Internet. This PI controller can regulate the source rate to make the steady value of queue length exactly equal to the specified threshold value. The condition for the stability is derived and simulation in terms of buffer occupancy is carried out to conform its validity.
