Abstract :
This paper, which is a joint effort by the members of the Economic Assessment Subgroup of the Load Management Working Group within the IEEE Power Engineering Society, presents major issues utilities need to consider for deciding on load management (LM). These issues fall into four categories: utility system planning, utility system operations, utility finance, and customer and marketing considerations. They interact with one another, and the extent of interaction is utility-specific.
