Abstract :
The comments made by the five panel participants at the winter 1989 IEEE Power Engineering Society meeting are summarized. The speakers emphasized the changing role of transmission as a delivery mechanism for power belonging to many users. The increased competition between owners of transmission, which also happen to be owners of generation, make sharing of information, which is necessary to understand transmission bottlenecks, more difficult. The transmission aspects of electric utility planning are becoming more challenging because they are more complex
