Abstract :
Technical, legal, political, and social issues have hampered efforts to broaden data sharing among UK government departments. One of the major arguments against data sharing is that it violates the citizens´ right to privacy. However, the new plans for personal data subvert these beliefs, outlined in the Human Rights Act, in favor of active risk reduction for a common good defined by the state.
