Abstract
The authors comment on the paper by N.-B. Hoonchareon et al. (see ibid., vol. 17, p.752-6, 2002). They point out that a major assumption is made by the authors such that the realized change in generation over a minute can be estimated as proportional to the integral of ACE. While such an approximation may provide a satisfactory result for simple LFC processes, the authors wonder how, in consideration of more efficient and sophisticated LFCs, the accuracy of the proposed decomposition and its fairness to the loads in each zone would be affected. They are interested to see the original authors compare the impact of the loads in one zone as estimated by the following algorithm to the results of their decomposition.
