Abstract
The application of new knowledge and the development of new technologies have become the keys for high-tech enterprises to participate successfully in market competition in the new economic era. Taking human capital of research and development as the studying object, this thesis explored the allocation of R&D human capital and its economic effects on the high-tech industries mainly through performing regression analyses amongst relational statistics in Chongqing from 1997 to 2011. It showed that the allocation of R&D human capital had very strong explanatory power for the long-term development of high-tech industries, especially for the development of new techniques and products. Moreover, rational structure configuration of human capital and the funds was required.
