    A novel simulation technique for evaluating the performance of coded communication systems at low bit error rates (BERs) is presented. To illustrate the generic technique, the performance of a soft decision decoding algorithm for block codes is evaluated. Realistic assessments of residual BER at 10-9 and below are achieved
