Abstract :
The purely growing electromagnetic instability, which was proposed by the author in an earlier publication as the onset mechanism for an isolated substorm, is shown to get saturated by the trapping of particles in the magnetic potential of the wave. The quasilinear diffusion plays a secondary role and is responsible for the generation of a high energy tail.
