Abstract
The problems of designing a modern research laboratory approach the design complexities of a large industrial plant, and the satisfactory solution requires architectural and engineering talent and, in most cases, actual scientific participation. Over-all problems must be considered, programs of research must be analyzed, and facilities must be developed to meet future requirements. This paper describes how these problems were met by the Burean of Ordnance in establishing the Naval Ordnance Laboratory at Silver Spring, Md.
