The author reviews the technologies needed to meet the demands of the personal communication network (PCN) service, and gives the reasons why the three successful PCN applicants stated their preference for Groupe Speciale Mobile, (GSM) as the basis for PCN. Then the author discusses how, based on GSM, the DCS1800 standard (digital communication system at 1800 MHz) was elaborated by ETSI to meet PCN requirements
